Viet Nam Energy Outlook Report

The Viet Nam Energy Outlook Report provides strategic guidance to support the country’s goal of achieving net-zero greenhouse gas emissions by 2050. Developed by the Electricity and Renewable Energy Authority (EREA) under the Ministry of Industry and Trade (MOIT) in collaboration with the Danish Energy Agency, the report evaluates policy and technology options for deep decarbonisation of Viet Nam’s energy system. It offers actionable insights for government planning by comparing long-term energy scenarios aligned with the National Climate Change Strategy and the country’s Power Development Plan VIII.
The report examines economy-wide and sector-specific implications of energy transitions, particularly in hard-to-decarbonise sectors like industry and transport. It also highlights the system-wide effects of clean energy deployment on health, fuel imports, and energy security. The report was developed through a broad stakeholder engagement process, enhancing transparency and policy relevance.
TIMES was used as one of the core modelling tools to explore least-cost net-zero pathways, complemented by a power-sector–focused Balmorel model for detailed electricity dispatch and planning.
