National Programme for Transition to Electric Transport Vehicles

This strategic report supports Vietnam’s efforts to decarbonise its transport sector by outlining a national framework for the promotion of electric vehicles (EVs). The report emphasises the urgency of this transition, as road transport is responsible for over 85% of the sector’s energy demand and 80% of its greenhouse gas emissions. Aimed at supporting the Ministry of Transport, it lays the groundwork for new legal and regulatory measures that will enable Vietnam to meet its Nationally Determined Contributions and the 2050 net-zero emissions target.
The report outlines key policy actions such as expanding EV charging infrastructure, introducing financial incentives, and mobilising public and private investment. A series of scenarios—each representing different levels of policy ambition—was developed to assess the most effective strategies to accelerate transport electrification. These scenarios, supported by cost–benefit analysis, form the evidence base for future legislation and investment planning.
TIMES-Vietnam was used to support the development of long-term transport decarbonisation scenarios. Capacity-building activities were also conducted to strengthen local modelling expertise.
