National Energy and Climate Plan (NECP)

In 2023, Serbia prepared its first Integrated National Energy and Climate Plan (INECP) to 2030, with a perspective to 2050, in line with its obligations under the Paris Agreement, the Energy Community Treaty, and the EU’s Green Agenda for the Western Balkans. The Plan set national targets for renewable energy deployment, energy efficiency, and greenhouse gas (GHG) emission reductions, along with concrete policy measures to achieve them. It also provided a longterm vision for aligning Serbia’s energy system with climate neutrality objectives.
The development process was led by the Ministry of Mining and Energy and involved broad consultation with ministries, public institutions, civil society, and international partners. The Serbian Energy Modelling System (SEMS), a TIMESbased national model, was used to assess multiple scenarios and define quantitative targets. These scenarios explored pathways for decarbonisation, the integration of renewable energy, and the transition away from fossil fuels, while maintaining energy security and economic competitiveness.
By embedding robust modelling into national planning, the INECP gave decisionmakers a clear evidence base for setting realistic targets, designing coherent policies, and prioritising investments in generation, networks, and efficiency. It also supported Serbia’s contribution to regional energy and climate commitments under the Energy Community and strengthened its ability to attract finance for the energy transition.
