National Decarbonization Plan

Costa Rica’s National Decarbonization Plan sets a pathway to achieve a net zero emissions economy by 2050, consistent with the Paris Agreement’s 1.5°C target. Led by the Ministry of Environment and Energy, the plan applies a transformational change approach and uses a “backcasting” methodology, starting from the 2050 vision to identify immediate policy actions. The strategy is organised into three stages: foundations (2018–2022), inflection (2023–2030), and transformation normalisation (2031–2050).

The TIMESCR model, adapted to Costa Rica’s specific context with local data and expert input, complemented the strategic planning process. It provided an integrated view of the national energy system and helped assess coherent, cost effective pathways for decarbonisation. The plan was developed through extensive engagement with ministries, autonomous institutions, subnational authorities, industry, academia, and civil society, ensuring alignment with national priorities and Costa Rica’s climate commitments (NDC).
