Integrated National Energy and Climate Plan (NECP)

Italy’s Integrated National Energy and Climate Plan sets out the national strategy to 2030 for meeting EU climate and energy objectives, with the longerterm goal of achieving climate neutrality by 2050. The plan defines ambitious targets for greenhouse gas reductions, renewable energy deployment, and energyefficiency improvements, while balancing economic competitiveness, social equity, and energy security. It emphasises the integration of decarbonisation measures with policies for the circular economy, industrial competitiveness, and the protection of vulnerable consumers.

Scenario analysis using the TIMESItaly model assessed energy demand, technology pathways, and emissions trajectories, supporting the selection of policies and measures across all major sectors. Key priorities include expanding renewable generation, electrifying enduses, improving building efficiency, shifting transport modes, and integrating energysystem planning with regional development. The plan also identifies enabling measures such as streamlining permitting, mobilising investment, and strengthening governance to ensure timely implementation.
