Country Climate and Development Report   

The Western Balkans 6 Country Climate and Development Report (CCDR) provides a comprehensive assessment of how Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia can align economic development with climate goals. The report evaluates current emissions trajectories, climate vulnerabilities, and policy readiness, offering a unified analytical baseline for the region’s transition toward EU‑aligned climate and energy objectives. 

Using a combination of macroeconomic, sectoral, and climate‑risk modelling, the CCDR identifies the structural reforms and investments needed to reduce emissions, strengthen resilience, and unlock growth opportunities. It highlights the importance of accelerating renewable energy deployment, improving energy efficiency, modernizing water and land‑use systems, and strengthening institutions to manage climate risks and mobilize finance. 

The analysis also supports long‑term strategic planning by outlining priority actions for governments, utilities, and financial institutions. These include enhancing climate governance, expanding just‑transition measures, improving climate‑risk assessment in the financial sector, and scaling up adaptation across the water‑energy‑food nexus. Together, these assessments provide a consistent reference point for monitoring progress, identifying policy gaps, and guiding future climate‑energy measures across the Western Balkans.
