Implementation of the 2030 Plan for a Green Economy

Quebec has committed to reducing greenhouse gas (GHG) emissions by 37.5% from 1990 levels by 2030 and achieving carbon neutrality by 2050. These targets underpin the Plan for a Green Economy 2030 (PEV), the province’s main climate and energy policy framework, which combines a cap-and-trade system with reinvestment of revenues into measures for the transport, building, and industrial sectors.
Since 2022, a TIMES-based energy system optimisation model — SEQUENCE (Système énergétique du Québec, environnement, climat et électricité) — has played a central role in policy planning. SEQUENCE works in a soft-link with Quebec’s general equilibrium model (MEGFQ-E), enabling a combined techno-economic and macroeconomic assessment of decarbonisation pathways. This integrated approach allows the government to estimate sector- and technology-specific GHG reduction potentials, evaluate the regulatory and economic impacts of mitigation measures, and refine strategies to meet climate targets. The two models are used annually to produce the Impact Analysis on GHG Emissions and the Economy, a key analytical report supporting the 2024-2029 Implementation Plan of the 2030 Plan for a Green Economy (Quebec’s first policy framework for electrification and climate change). By quantifying trade-offs between technological innovation, economic growth, and emissions reductions, the modelling ensures that Quebec’s energy transition strategies remain both technically feasible and economically sustainable.

Policy impacts
- Provides the evidence base for annual Impact Analysis on GHG Emissions and the Economy reports supporting the PEV.
- Supports design and adjustment of sectoral measures to meet 2030 and 2050 climate goals.
- Informs investment priorities for electrification, efficiency, and industrial transformation.
