Introduction to the Proceedings This first ETSAP meeting in the new millennium was hosted by the IEA secretariat, providing an excellent opportunity for an exchange between recent achievements and plans of ETSAP and its members, and relevant activities at the IEA secretariat. To this end a one-day joint seminar was organized on May 17, focussed on international and global studies with emphasis on the role of technological development and deployment in meeting environmental goals. The seminar confirmed the potential usefulness of ETSAP activities to support the work of the secretariat, primarily in the field of exploring longer-term technology strategies. A special item was the presentation of plans at the US-DoE Energy Information Administration (EIA) to develop a suite of MARKAL/TIMES models as a regionalized, global model to provide information for their annual International Energy Outlook. During the next two days the regular ETSAP Workshop was held, during which options for further development of global models and cooperation with the EIA and IEA secretariat were discussed. Furthermore, presentations were given on recent studies by ETSAP participants and other users of the ETSAP tools, as well as on advancements in methodologies and tools. Two central themes, also emerging frequently during the joint seminar on May 17, were technological dynamics (experience curves) and international aspects of climate policies, measures and instruments. The Executive Committee meeting, held immediately after the regular ETSAP Workshop on Friday, 19 May, confirmed and endorsed the various initiatives towards global technology modeling and the advancement of methodologies and tools. The Committee expressed their appreciation for the efforts made by Fridtjof Unander, ETSAP liaison at the IEA secretariat, in organizing the meetings.
