1) You should remove the huge negative values for UC_RHST~LO. They serve no purpose, but may only cause some trouble (numerical problems for the solver).
2) I don't know how you have modeled your emissions, or whether you have included any options for achieving negative emissions. Your UC constraint appears to set an upper bound of zero for the total CO2 emissions over regions, and it looks like you get zero emissions in each region. Are you expecting that the CO2 emissions should be negative in some regions and positive in others? If you think that should be so in the optimal solution, then you have some other bounds/constraints preventing it, possibly related to sectoral CO2 emission commodities.
