Supply and Demand Curve do not matches.
The model files you attached were VEDA templates, and so I had to import them into VEDA and then generate the TIMES model from it.

Yes, I can see that. It is a reasonable way of imposing a "max. load profile" for solar/wind/hydro plants.

I can see that you have not imposed any restrictions for the operation of the ROR/PROR plants, other than capacity. Therefore, the results are fully consistent with your model. Concerning ROR and Imports, in the results I can indeed see a few timeslices where the ROR plants or Imports are supplying 100% of the demand. However, I cannot see any timeslices where the PROR plants would be supplying 100% of the demand (the maximum appears 94% for PROR).  If you would like that  "they should supply for all the time slice", then why don't you impose such?  For example, if you mean that you would like to have ROR, PROR and Import all producing evenly throughout the year, you could simply define the processes supplying their inputs at the ANNUAL level. Anyway, I think you would need to impose at least seasonal profiles for them, either in terms of max/min loads, or by using fixed profiles, or maybe also by using ramp rates or the like.

I tested imposing even load profiles, by defining the processes FTE-ELCROR, FTE-ELCPROR and IMPELC1 at the ANNUAL level, and while it works as such, the full demand can then be satisfied only in some timeslices, and so that would not be consistent either.  I then tested by defining only FTE-ELCROR and IMPELC1 on the ANNUAL level, and that worked already pretty well: the demand was fully satisfied in all timeslices, but there was overproduction in a few timeslices. But probably the "Peaking Run of River Power Plants" would also need to follow some inflow profile.

I checked the supply and demand curves, and they were 100% consistent, i.e. perfect match with each other.  So, I cannot confirm your statement.  (Maybe you forgot to take into account the efficiencies.)

Concerning your costs, I would like to point out that they do not seem to make sense: you have ACT_COST (variable O&M costs) of 833.333 M$2021/TJ for all the hydro technologies.  This is 833,333 USD(2021)/GJ (close to million dollars per GJ), which does not make sense (it is $3000/kWh).  On the other hand, the price of your electricity imports is zero.
