Thanks Amit.  I can now see such an issue also in the earlier UC which was tried by demar, and would explain that the constraint wasn't working or wasn't shown by VEDA.

You are missing the CG index. PRC_ACTFLO(r,y,p,cg) expects a commodity or a commodity group for the CG index. You could put DTCAR into CSet_CN.
