Is there any intention to implement a discount rate within TIMES that could change over time?  Would this be extremely difficult to do?

I am not sure why you think that the discount rate cannot change over time in TIMES ?
That was supported already in the original design of TIMES, although certain small problems in the original handling of such time-dependent discount rates were discovered some five years ago, and were fixed. But I must admit that I haven't used this feature myself in any "production runs".  Are you seeing some problems arising when using time-dependent discount rates?

If you have any problems with discount rates that change over time, do let us know!
