Introduction to the Proceedings
The spring 2001 meeting of ETSAP was held in Venezia, Italy, following an invitation from the Italian participant in the activity, ENEA, and was hosted by the local industrial federation Unindustria Venezia. The venue was considered as particularly appropriate in light of the vulnerability of the island city of Venezia with respect to sea level rise, an important aspect of climate change. The Kyoto Club constitutes a group of industrialists within Unindustria Venezia concerned with business opportunities arising from more sustainable economic activities. To underline the relevance of exchanges between the various levels of science, policy analysis, business and (local) authorities, a joint seminar was held in the afternoon of Tuesday 15 May. The latest IPCC reports were presented as the background against which activities like ETSAP are conducted. Representatives of the Kyoto Club and the local government presented practical examples of the kind of actions stakeholders at these levels can and actually do undertake in response to the challenges posed by climate change problems. During the regular internal ETSAP Workshop, various novel methodological developments were presented, including enhanced learning representations, Monte Carlo uncertainty analysis, time-stepped optimization and different approaches towards multi-pollutant strategies. Updates were given on the good progress made on the TIMES model and the user interfaces MESAP, ANSWER and VEDA. Furthermore several applications of the MARKAL model were presented, both in member countries and other parts of the world (Estonia, China).
The participation of Dr. Shigeru Yasukawa, long-standing and excellent contributor to the project from its earliest days until recently, cannot go unnoticed. Plans for future work were discussed at considerable length, particularly guided by the prospects to contribute to a new activity of the IEA, the Energy Technology Perspectives study. Prepared by a smaller subgroup meeting on Monday 14 May, plans for the remaining part of Annex VII and leading into a new Annex VIII were discussed in detail. The Executive Committee meeting marked the end of the event and endorsed the future plans developed in the course of the week. The opportunities posed by the ETP study fit very well the overall course set out for ETSAP in earlier meetings, but obviously the implications deserve careful consideration to ensure benefits on shorter and longer term are balanced. A subgroup including the most directly involved participants and the Operating Agent was charged to develop concrete plans and proposals.
