Spanish National Integrated Energy and Climate Plan for 2030

Spain completed the update of its National Integrated Energy and Climate Plan (NECP) for 20232030, using the TIMESSINERGIA energy system optimisation model as the core analytical tool. This was complemented by electricity system models, a macroeconomic model, a health impact model, and the national greenhouse gas projections model, with all tools interlinked to produce coherent results for policy decisionmaking.

The update process was highly participatory, involving multiple public consultations in 2022–2024, targeted working sessions with stakeholders, and review by the European Commission, which praised the plan’s ambition and robustness. The revised NECP significantly raises Spain’s climate and energy ambitions, with strengthened targets for GHG reduction, renewable deployment, energy efficiency, and energy independence.

By integrating TIMESbased system analysis with specialised sectoral models, Spain has developed a comprehensive evidence base to guide its 2030 decarbonisation strategy. This framework ensures that renewable energy expansion, electrification, and efficiency measures are coordinated with macroeconomic, health, and emissionsreduction objectives, supporting a balanced approach to competitiveness, energy security, and climate neutrality.
